This was known as "Otter Boy". I shaded him in and all, and this is what came out of it.
I am disappointed on how it came out though... my first mistake was shading it while it was laying on this type of paper. The paper has texture on it, and as I was shading, the texture design appeared on the shading. Another thing, I was going to go for something different, but forgot when I did the pant legs, so I decided to do it the other way.
One pant leg is darker than the other... I screwed up on that... Plus, he didn't really come out how I had hoped.
Well, I hadn't drawn for such a long time, so I guess my skills have deteriorated. I'll try touching up some things a little later.
There you go... I may photoshop him. If anyone would like to do it for me, I'd love that ! I'm not too good at photoshop, so I'd love to see what he'd look like in a professional type photoshop. Just tell me if you want to though, because i want to give you permission first.

But the more I look at it, the more I like the character I think that as a character, I like him, I just don't think I did too well making him. He's cool though
